During the 1950s up to about 1990 this was what the Soviet Union told us in America and the western World. We took them seriously, (especially after World War II) and China had a variation of this as well.
So, what does this statement mean today? It is sort of a carry over from the Cold War kind of thinking. But, remember many people who supported the Soviet Union and China didn't stop believing this motto. Many of them got older and passed on it is true but not before they brainwashed their children and their children into thinking this same way towards the U.S. and Europe.
So, this sentiment still exists in Russia and Asia in the hearts and minds of many people even though Russia has theoretically become a democracy and China has become a Capitalist nation all these years after Nixon and Kissenger visited China and started up trade relations with them in the 1970s because if two countries become economically interdependent it is much less likely that they would ever go to war.
So, what is Putin all about?
He is an echo of "We will Bury you!" towards the Western World.
