Most places with 100% or more debt or close are either peninsulas or Islands
I was noticing that most places that have a high degree of debt tend to be either peninsulas or islands. The other thing they share is none of them except Japan are very big countries. So, I think these factors of being an Island possibly away from nearby trading partners or being a peninsula which also prevents easy trading from multiple sides are factors in causing higher public debt on those countries.
