The normal way this works is forcing homeless people to get on buses to go to California from as far away as Alaska or New York or Maine.
And from the Hawaiian Islands often they are flown directly to California in Los Angeles or San Francisco.
To fully understand the last article you have to know this.
So, there are all these thousands and thousands of "Turfed" homeless people who have been sent to California so local states and cities don't have to support them because California has not only Great Weather (without snow in places like San Diego, Los Angeles or San Francisco for example). So, people can live outside in tents and not die on the California coast during winters.
Also, California having more millionaires than any other state has money to help the homeless more than other states do too. So, this is why they come. Also, we have something here called Medi-Cal which is a type of health insurance that is basically free for those who don't make a lot of money or who have businesses but are supporting children whose incomes aren't that high.
So, this is why especially cities like San Francisco and Los Angeles have so many homeless people because 49 states send their homeless here whenever they can get away with it.
