Instead I think that only hot spot areas might shut down sporadically all over the place. It doesn't make sense for whole states to just shut down again. But, it does make sense to quarantine areas that are spiking and leave areas not spiking still open. But, it doesn't make sense to shut down whole states at this point, only problem areas that need to be quarantined.
Why?
Because economically people need to survive, they need money to eat and people cannot just go on forever (the 47%) living out of food banks forever. So, people need to be able to make money and take care of themselves and their families wherever possible.
So, if you let most people make money and survive this they can then help those in quarantined areas that need to shut down again.
For most states this is not a perfect science but a science experiment. Also, the behavior of people in different areas is different. Though I think it is possible that people in denial in red states might die more than people in Blue states I could be wrong. Americans are capable of being very adaptable and creating many solutions to problems. So, this problem can be approached in a million different ways and we will see that in the resourcefulness of Americans everywhere ongoing during the next few years of this worldwide.
