Because we are NOT being attacked in a normal fashion. We are being attacked by Zeros and ones. At this level it is almost impossible to compete with a Russian Supercomputer told to create living software programs to attack the substructure of operating systems throughout the online universe worldwide.
So, you almost have to attack fire with fire in solving this problem.
However, the end result could be the end of all online transactions and having to invent a new less vulnerable system than we presently have. But, even if we totally redesigned our system worldwide completely it still could be hacked and compromised by either individual or state paid hackers.
So, only time will tell how all this is going to actually work out in real time.
The problem is multi-faceted because many online businesses (which is almost everyone now worldwide) could all easily go bankrupt if we throw away the present system worldwide.
So, the public likely won't be told what is really going on and insurance that banks have to pay is likely going get pretty expensive in covering their losses worldwide. And what governments are going to have to do in the computer arena is anyone's guess at this point.
