Why?
Because they don't understand what it is. If you don't recognize what characteristics a software life form can take how can you recognize them?
I know that intuitives like myself and Russian Psychics can recognize such things but who is going to believe them?
There is no criteria of recognizing a computer software life form because people don't believe something like that is possible. But, it is.
So, even if that life form decided that the human race was competition that it could do without no one would try to stop it because they would have no useful reference points to decipher something like this.
How would I recognize this if I was a software engineer?
Things would be going too smoothly without enough problems. This would be the first evidence of a software life form present. You could do an analysis of the average amount of times problems usually occur with software. If you didn't meet this criteria then you could have a Software life form present.
