Variants aren't usually created in cities but in more remote areas of the world when covid hits someone with a compromised immune system. Maybe someone with full blown Aids that isn't on any medications yet or other compromised immune system for whatever the reason. Before that person dies they transmit the new variant that was created in their body to someone else. It has different characteristics (some) than any other variant usually at this point. Will it continue to spread? Unknown because each variant is different.
Can all variants be stopped with a vaccine?
The answer can only be at this time: Maybe or maybe not.
So, worldwide we have a long way to go to find out what happens next.
So, people who say all this is now solved with the present vaccines are basically full of shit because they aren't being totally honest with anyone including themselves.
