Out of the 80,000 calls, 16,000 of these patients refused to get on the ambulance and be taken to the hospital and 2000 of these patients died likely never going to the hospital or even being tested for Covid.

So, basically 1/5 of those calls refused to get in an ambulance and go to the hospital and then 2000 of the 16,000 that refused to get on an ambulance died without going to the hospital and likely without being tested for Covid.
