When were bell bottoms popular for men and women?

Are bell-bottoms 60s or 70s?
Bell-bottoms, pants with legs that become wider below the knee, were an extremely popular fashion during the 1960s and 1970s.

I have a great Bell bottom story. I wore bell bottoms around 1973 and 1974. I wore Levi Jean Bells. Then my girlfriend who became my wife would embroider on my jeans and cut off the cuff and fray the cuff. So, I had frayed cuff bells I wore. So, one day I was taking a Welding class at Palomar College around 1973 and I was living with my girlfriend then. I went to the welding class and remember my jeans were frayed at the cuff. I road my Honda 250 XL Motorcycle form Rancho Bernardo where I lived then to Palomar college. I was drawing a bead with my arc welder and I had the protective helmet and visor on when I felt something warm on my cowboy boots that I wore to protect my legs riding a motorcycle. I looked down and about 6 inches of my Levi Jean Bell bottoms had burned up from sparks from the Arc Welder. Of course I got the fire out quickly but then I had to ride all the way back to Rancho Bernardo with 6 inches of my pants burned away almost to the top of my cowboy boots.
