You have to think about all this in terms of "Breaking and Entering" a household or other locked locations here in the U.S.
The rioters were breaking and entering and they were violent in their behavior in criminally breaking windows and doors. So, at this point being shot was a normal outcome. Whether they should have Shot to kill or not might be debated but that this person needed to be shot to protect Congressmen and women should not be debated because it's pretty obvious that anyone jumping over the barricade and into the police likely should have been shot but hopefully not killed like this one was.
