You see this on earth all over as well. For example, those who stand out in various ways are moved forward like President Clinton was given a Rhodes Scholarship when he was young because of his very excellent abilities and intelligence.
In the case of King Moksha he was already trained by parents who led their planet, Ganymede until the Civil War there became too destructive to everyone there so they left and went to the Planet New Deva with Arcane's father who at that time was a planetary trader. Because of his business dealings with Moksha's parents they had become good friends and so he rescued them from certain death (all three of them) in his cargo ship.
However, immediately the Oracle of New Deva recognized how developed Moksha was and was instrumental in Arcane and Moksha becoming friends. The Oracle was amazed that Arcane would even attempt as a child to heal Moksha's serious PTSD from watching his friends and their families on the planet Ganymede be killed. Therefore even as a child he recommended Moksha for Galactic Service to the Galactic Sentience since basically New Deva was a type of Galactic Protectorate but relatively unique in Galactic Standing on many different fronts. NO one entirely understood why New Deva had been singled out in this way.
However, many people thought that the oracle abilities of "Seeing the Future" of the Oracles of New Deva had something to do with this. It seems that the Galactic Sentience greatly valued the Seer abilities of all or most of the Oracles of New Deva down through history. So, when both Arcane and Moksha were predicted to come both were under the direct protection of the Galactic Sentience because it was known that both Arcane and Moksha would eventually be New Devan Saints and as a direct result Galactic Saints as well recognized fully by the Galactic Sentience, the Galactic Government and the Galactic Time Guard as well. Both of them were eventually going to have Carte Blanche in how they operated with in this Milky Way Galaxy as a direct result of all this.
