Basically the idea of this article is that people are renting Air BNB's in Ukraine to keep people there financially solvent but not trying to go there. So, it's a way to keep people eating food when they cannot rent the properties because if people went there they might be blown up or die. For example, people are probably renting some places that have already blown up. Also, there likely is no food or electricity to keep warm there anyway and likely water isn't running and if it is it isn't potable because many things bombs are made of would poison the water anyway and because there are no electric heaters because nuclear power plants are getting shut down the pipes likely are freezing so the water isn't going to work anyway even if the house or apartments haven't been blown up yet or have the windows blown out from concussions from nearby explosions. Also, there might be human bodies, Russian or Ukrainian in reservoirs at this point in addition to poisonous munitions that went off which would make water impossible to drink unless you boiled the water, and even then it might poison you and kill most people who drank it or used it. This is what really happens often during a war like this.
