The Weather man says it is no longer safe to go there because snow accumulation could fall off a roof even and bury you. This actually happened to a man I knew in Mt. Shasta in the 1970s who was a neighbor. Luckily, someone heard his screams because he couldn't move at all (like in an avalanche) and rescued him.
So, they are saying it's just too dangerous to go to Lake Tahoe right now unless you live there and are saving your roof from collapsing or something like that.
By the way, 25 inches of Rain in the Sierras likely means 25 feet of snow on the ground at higher altitudes.
