Could the balloon shot down on the East Coast have been carrying Sulfur Dioxide to alter our weather?

 I was studying about the Solar Geo-engineering today. IF the Chinese were doing this it would on the surface seem innocuous but this is the kind of thing that could have been happening. Maybe they didn't want to alter Chinese weather yet so they are trying it out (Sufur Dioxide) or some other chemical or other or pyroclastic Glass to see if they could alter the weather of other countries in order to think about doing this in China too? This kind of thing would make sense from a country like China where Xi might not know anything about it but others decided to sneak this by him.
