I was DVRing Wolf Blitzers show on CNN on TV and they displayed the letter from Eric Holder Attorney General of the United States to Rand Paul with the clarification Senator Rand Paul had asked for here it is:
Dear Senator Paul:
It has come to my attention that you have now asked an additional question: "Does the President have the authority to use a weaponized drone to kill an American not engaged in combat on American soil?" The answer to that question is no.

This is an important answer because it defines the limitations of the President's authority in regard to American lives here on U.S. soil.
