side — an SBU (Ukrainian Security Service) officer. The head of the
SBU’s anti-terrorist center has been wounded, as have four others,”
Interior Minister Arsen Avakov wrote on his Facebook page.
“On side of the separatists — an unidentified number. The separatists have started to protect themselves using human shields.”
Avakov added that Ukraine’s special forces have begun to “regroup” but he gave no other details.

Human shields if you haven't heard the term is taking prisoners from the other side so they will be shot first by friendly fire.
This is classic KGB type strategy. So, likely the people doing this are trained agents of Russia as this is their method of functioning used by KGB type of operations. More civilized people have trouble with this sort of thing so it throws them off of shooting through "friendlies". This really harms any military operation becoming successful when this is done. It tends to turn any order into chaos.
It becomes more like when killers take hostages in cities across the U.S. and everything sort of becomes dysfunctional in many ways.
