What do large secret agencies of large country's do best? They are best at Blackmail (because they have dirt on literally everyone powerful on earth) or if they can't blackmail people they just disappear with no trace ever.
So, it is important to understand that Putin started as a KGB (now FSA) officer in Soviet Russia. He thought the Soviet Union was the best thing ever for him. So, he is now trying to bring back the former Soviet Empire as the new Russian Empire now one city at a time.
So, very likely he is sending in 1,000 to 10,000 FSA(KGB) agents into cities one by one. Those leaders that can be blackmailed will be blackmailed into submission. Those that can't might just disappear in the fray. This I believe is what is happening now.
Why should he attack Kiev directly when he can remove it's economic power by taking the cities one by one over a year or two? This I believe is his plan to economically starve and continuously corrupt, a new and weak nation out of political existence. Can he do this?
Maybe a better answer would be. Who has the will to stop him? After all he has nuclear weapons and might be crazy enough to use a few in getting whatever he wants from Ukraine or any other European nation. So, the last line of defense could be: German, French and English nuclear weapons sent into Moscow. You might laugh. But, this might be where it ends the way it is going now.
We are all traveling down a very slippery slope worse than anything we saw in the old Cold War. It is based upon a someone with a terminal macho philosophy of Putin's which I believe is: "I'm going to bring back the old Soviet Empire or I'm going to die trying!"
This is what I believe is going on. "Who is crazy enough to stand up to him!" or better yet. "Who is crazy enough not to stand up to him before Russia covers the whole globe including China using this very crazy but effective big country secret agent strategy to take countries one city at a time?"
Later: I just learned more about how the FSA(old KGB) is now interfering in business transactions in the Ukraine in order to bring all business there to a standstill. So, by economically crippling Ukraine and keeping their troops on the border and sending in the FSA(KGB) economic disaster and loss of Sovereignty could happen over time to Ukraine through present FSA actors in Ukraine and the soldiers staying on the Russian border outside of Ukraine and scaring everyone to death just because they are there. So, the soldiers (for now) are psychological warfare but for now the actual warfare is being conducted by spies (likely 1000 to 10,000). So, slowly these spies move operationally from city to city undermining the businesses and governments in any way they can.
By completely destabilizing Ukraine economically and politically it makes Ukraine economically vulnerable and so might create a situation (from the FSA Operatives) to necessitate Russia stabilizing Ukraine or finding a reason to send in it's troops to finish the job just by their presence in the Ukraine much like they did in Crimea.
There is nothing really in the Post Cold war arsenal of rules to fight Russia with without resorting to pre-nuclear war wartime strategies, except for Sanctions. And the next level of sanctions will hurt Russia, Europe and the U.S. a lot which is why they haven't been applied yet. The next level of sanctions are going to create thousands to millions of bankruptcies in Russia, Germany, the whole EU and the U.S. as well as anyone from any country now doing business in Russia or the Ukraine.
War is hell! That's why no one embarks on it if they have any other serious choice!
