Gunmen 'aren’t likely to go into a place where they are likely to get shot.'

"Unless they are suicidal-homicidal to begin with"

But, basically I believe this to be true with the above exception. People don't want to get shot. So, wherever people are armed generally people won't go there with guns because someone is bound to shoot them when they start shooting others.
