more and more coastal cities will be destroyed by rising ocean waters and bigger storms

After millions or even billions spent "Storm proofing Hong Kong" it didn't work. Many windows were still smashed by the storm.  It is looking more and more like the ONLY solution is for people to move away from the coasts where 100 to 500 miles of open sea or more is next to them with storms coming towards them. It is becoming more obvious that cities like Hong Kong around the world simply cannot be saved from the new Mega storms caused by Global Warming and Global Climate change. Cities like Miami in the U.S. or whole states like North Carolina are having to rethink what to do also if they are realistic. In the short term there may be steps but in the long term all these places likely are doomed and people will either have to learn to live underwater, on high stilts or to move away. Or maybe tying up their boats to the 2nd, 3rd or 4th floors where they live in High rise buildings.

It is a good idea to own properties at least 100 feet above Sea level on the Coast of California. This way if a 100 foot tidal wave bears down on the California coast (like it has within the last thousands of years more than once) maybe the water will reach only 75 feet in altitude as it roars inland. Because the Pacific Ocean is literally on the "Ring of Fire" where earthquakes as big as 8s have occurred in places like Alaska, Japan, and South America and various other places, Tsunamis (like the one in 2004 in Indonesia that killed 250,000 people) then are possible in our lifetimes more than once. And don't forget the 2011 quake that killed 15,000 to 30,000 in Japan and that created a 25,000 to 50,000 year radiation problem for the world's oceans through Fukushima's 3 nuclear meltdowns also caused by that quake and Tsunami.
