By the dress of the baby I'd say this is some time between the 1920s and 1945. Times were tough especially during World war II when mommy was working making Fighter planes  for bombing Germany and Japan.


Notice the baby is several stories up with only 2 inches (or less) of wood between the child and the ground.

What could go wrong?

My wife actually knew about this. She told me about it. She said that Baby's weren't locked outside. Instead they could go back inside. It was a way of getting your baby outside in the sun and air, she said while they were safe from animals, birds or other children . IF the child got scared it just climbed back inside the apartment or house. I had never heard about this before myself.
