The Pipe Bombs could be from an American or a Foreigner

For example, this could just has easily been done by Putin or it could be done by Saudi Arabia to take "The Heat off the Kashoggi" problem they are dealing with. So, I'm thinking this could easily have been done by a foreign government to look like a "Crazy American". However, now we don't have leftist Uni-bombers like before, now we tend to have crazy Rightest White NAZI types instead. So, whether a crazy American did this or a government did this to stir up trouble here in the U.S. it could go either way at this point. I think both are equally likely at this point.

Or a foreign government "Paid" a crazy American to do this.
