It is someone who is Earth Born who is authorized to write or speak of Galactic Government Concerns. They tend to have infinite protection too. What does this mean? It means that a Galactic Scribe is transmitting useful information to the people of that planet.
Maybe only 1% of the people of that planet (or less) will see this information for what it is. But, those that do might benefit from this information. It's a lot like when someone starts a business they are required to put a "Doing Business as add" in a local newspaper so people (at least have the possibility of knowing what new businesses are doing). It gives at least some people (who are aware enough) the possibility of knowing what is actually happening on a planet.
Since the Galactic Government doesn't really recognize any government but itself this might be hard for planetary governments to fully understand.
The Galactic Government rules ONLY by beginning and ending and modifying timelines. It doesn't have wars with governments but it might end a timeline of an unruly government is a problem.
The way this is done is the timeline becomes a Time Shard and one day simply ends. A Time Shard is called this because it is like a piece of a broken mirror. It is no longer useful and thrown away.
So, there are never wars with the Galactic Government because all wars will fail because only the Galactic Government begins and ends timelines.
Galactic Citizens who become Galactic Scribes who are recognized by the Galactic Government are protected often through time alteration so that their truths are at least out there in some form. Any interference with a Galactic Time Scribe often results in time changes or elimination from the timeline of any who attempt interference with a Galactic Scribe.
The Usefulness of a Galactic Time Scribe can best be understood this way. The truth is put out there on a planet but the people reading it often think it is science fiction and put there as entertainment which is also true just like people are often entertained by watching the news. But, the difference is a Galactic Time Scribe is actually giving the news from a Galactic perspective instead of it being just science fiction.
The purpose of a Galactic Scribe is only to inform the public on any given planet it is never to harm anyone or any government. By sharing the truth the people who understand the truth have a better chance of keeping themselves, their families and their children alive through any type of calamity that might befall their planet.
