This is the way this was explained that I heard on TV. Schumer thought he had only one more left according to the Budget Reconciliation rule which allowed 1 bill per year to pass on majority (51 votes) instead of I think 60? Votes which is the filibuster rule. So, Democrats should be able to pass 3 more bills including the infrastructure bill using this Budget Reconciliation rule. However, because Voting rights is not anything to do with the budget it likely means that there is no way the senate can get to 60? votes to pass HR1 to keep voting rights for all races in all states.
So, now we know that the infrastructure bill is likely to pass using this rule but that the voting rights because it is not a budget reconciliation issue likely cannot pass during the next 2 years at least.
Since passing the infrastructure bill in the House is a done deal likely already it means that the senate if it can get to 51 votes (including the Vice President) can pass the infrastructure bill likely this year and possibly two other important bills this year and the next.
