957 foot tall building in Shenzhen wobbles without an earthquake

I'm thinking that it likely was the wind at that altitude combined with the foundation not being strong enough to hold the building so it wobbled. This doesn't necessarily mean the building is coming down anytime soon, but it does mean they need to reinforce the foundations of the building if they don't want it blowing over like a sail in the wind.

So, it should be interesting to watch what the Chinese government does regarding all this for it's citizens and how corrupt officials are regarding all this. If it blows down to the ground you know the government has failed  it's citizens completely.

So, what happens in an actual Earthquake?
