This is the worst hit section of New York in Queens which the Governor and Senator Chuck Schumer visited today. They showed on CNN what had happened when the wall broke down of two people living there in Queens. They are trying to plan for events like this to reoccur now because of Global Climate change like happened in Tennessee when all the people died there too. So, this is a 500 year event like that one was but might hit more regularly like Fires are from the ongoing drought west of Colorado and into California.
It sounds like you want to be on the 2nd floor or higher now if you live anywhere in New York or Pennsylvania at this point or at least live above ground because look at the subways and basement apartments getting flooded and people dying both in the U.S. and China so far from flooding events.
It's possible that subways are not useful in places to be where they can get this much rain anymore if you want to stay alive. So, just going on a subway during a rain storm you might be taking your life in your hands from now on.
