Democracies often are very adaptable and better able to survive whatever comes

 From an authoritarian regime like China or Russia, places like the U.S. or Europe or Canada, Australia and New Zealand might seem chaotic at best.

But, the problem becomes that places like China are not adaptable quick enough to be able to change policies that are counterproductive.

For example, 1 child per family made more sense in the 1960s but by the 1990s this draconian policy of 1 child per family was harming China. However, it hasn't been until recently that this policy has ended which has had catastrophic effects on Chinese society mainly because most female children because of the 1 child per family law meant that girl children were either adopted out to other countries or they were drowned at birth (one of the two).

This means that if you are not a rich man you likely can never marry because there aren't any women available for you to marry. So, this has created social problems where it is common that younger girl children or even wives are kidnapped in China and taken and forcibly mated with other people and if they run away they would be killed by the new owners of them.

And then, you have men who are so distraught that they can never marry that they go into public schools and kill children because they can never marry or have children.

This one policy of 1 child per family has completely destroyed the family life of Chinese people, especially poorer below middle class people nationwide.

Whereas in places like Europe or the U.S. or other democratic nations it likely would be impossible to institute a 1 child per family law ever.

Instead what happens is people fight over abortion laws in Democracies and this likely is a better outcome than what has happened to China that has destroyed family life, especially for the poorer half of the Chinese people and will continue to destroy their lives for 20 to 30 years to come because only now are girl children being allowed to be born again that much.

So, logically, now people can have 2 children instead of 1 in China it would make sense to have one boy and 1 girl. But, then again this would likely make many people have abortions until they could have one of each too in China in each family.
