It's because DeSantis would like to be elected president in 2024, even though many many Floridians have died of Covid directly because of his Covid Policies in Florida. Yes. Businesses might have fared better sometimes under him but let's count how many died because of his policies from Covid maybe?
Also, in case you haven't noticed Pence wants to be elected president in 2024 also. I'm thinking that Trump will get money from the PACs but not seriously want to win. He could likely make around 500 million dollars just by saying he is going to run but not being serious about it that he then would use the money for something else for himself and not running for president. This is typical Trump behavior.
He cannot spend direct donations (at least legally) but I think he can spend PAC money any way he wants to (not on becoming president or running for president). For example, he has a book he has already made millions on just of him putting down people with pictures of him with them with his comments putting them down. All this money (including autographed copies) will likely make him millions which doesn't have to be used for running for anything either.
