Basically, what I get from this English Translation of his speech is that "To theVictor go all the Spoils" so from his point of view Russia was treated very badly when the Soviet Union Collapsed and went bankrupt around 1991.
So, his point of view is that the needs of Russia were basically overlooked in all of this. So, he is mostly about "Sour Grapes" at how Russia was treated after the Soviet Union collapsed.
It contains a lot of Anger especially towards: "The U.S. 'and all of it's satellite nations' is I think how he describes all this.
I guess what is happening now is his anger towards what has happened in Russia since 1991 and how the West "from his point of view" didn't take into consideration what Russia's needs really were so he is really angry at the changes in the world since 1991. And so you you see this manifest in his bludgeoning of Ukraine right now. So, basically, all his anger towards the west in specific the U.S. and Europe he is now taking out on Ukraine as a kind of "Scapegoat" for his anger towards the U.S. and Europe and other countries.
