“Fifty billion dollars – well, that’s a good start,” Chang said,

 The Problem with the conversations between Chang and Pelosi is what isn't being really said. It's true that Chang's statement of "Fifty Billion Dollars" invested in a Chip company or companies by the U.S. government is a good start. However, his conversation on one level doesn't make sense to Americans who see that China might violently or otherwise takeover Taiwan and any given point leaving the rest of the world mostly without the superior Chips (more superior and effective than anyone else on the planet) because China stole Taiwan (even though if China did this it would be like killing the Goose that lays golden Eggs) because Taiwan has really mastered chip making and the evolving technology more than any other country on earth. 

So, on one level (if China is Savvy) they Won't take over Taiwan Simply because they would be killing the goose that lays golden eggs not only for themselves but for the whole world.

So, the reason the U.S. and other countries are investing billions of dollars to create their own chip companies ISN't because this is cost effective in a business sense, it is because it is NECESSARY in a 2nd Cold War survival sense for the whole free world for the U.S. and other countries to do this. It's like manufacturing 155 mm Howitzer shells for Ukraine right now. It doesn't really matter whether this is cost effective or not simply because the survival of the whole free world might depend upon us doing this.j

Because if China is actually stupid enough to take over Taiwan, that's the end of good computer chips from Taiwan for thousands of different reasons which we in the free world would understand. Unless a business has the freedom to innovate it cannot do anything effectively in the free world markets. And China by it's very nature generally prevents most innovation.

However, it is also true that the Chinese people are also very entrepreneurial like Americans and Europeans (whenever the Chinese Government might actually let them do this).

And Generally speaking the corrupt nature of the Chinese Government in some ways like Russia's corrupt government generally would interfere with most innovation where Chinese entrepreneurs often disappear one by one across the country like now when they become too powerful for the Chinese Government to tolerate. This also happens every day even more so in Russia which is why Russia is losing the war because they prevent their people from having the freedom to innovate. 

However, because Russia is losing the war because of Corruption in companies and in the military that might or might not be good for the free world too. It's a matter of opinion.

However, there is no doubt it is a bad thing for the Russians dying likely at a rate of 200 for every 1 to 10 deaths by Ukrainian soldiers because of all that corrupting making them "Cannon Fodder" by the thousands and thousands. They have lose more soldiers now in Ukraine than they did in Afghanistan in the early 1980s. And that war contributed to the bankruptcy and collapse of the Soviet Union.
