In Tibetan Buddhism (The Dalai Lama is sort of like the Pope of all lineages of Tibetan Buddhism) a Living Buddha is a consciously reincarnating Buddha (like the Dalai Lama) who comes into embodiment again and again to enlighten all sentient beings in the universe (and on earth too).
They have a very interesting system of one High Lama will pass away and another one still alive will find the next body that that High Lama is born as. The lama passing away will usually tell the lama or other lamas where and when he will be born (the location). This has been going on for at least 500 or more years so far in Tibet.
Living Buddhas tend to have Siddhis (or magical empowerments of various kinds). However, some people don't realize that they are Living Buddhas until they are in their 40s around the world.

Another word for Living Buddha is "Tulku" and such a recognized living Buddha is often called "Rinpoche" or Precious because beings like this are precious to all beings that they meet or are around.
Being around or even walking by a Living Buddha will tend to change one's life. Anyone's life for the better in many different ways.
I have personally experienced this many times both here in the U.S. and in India and Nepal since around 1980.
