Not being a cattle rancher I don't know too much about this. However, one of my friends comes from ranchers in this area who started around hear over 100 years ago. So, I know a little about some of this from him.
What seems to be going on is more about precedent than anything else. I do know that ecologists don't like what cattle do to government range land. The Bureau of Land Management is trying to better manage the people's millions and millions of acres of land. And maybe one of the ways they are doing this (in the western droughts) has something to do with all this.
I'm not entirely sure about any of this. However, I do know that people have run cattle on this land for at least 100 or more years. So, likely this might be more about the government raising fees on Cattlemen than anything else. Or it could be ecologists don't think raising cattle is a good idea in a drought.
Any way you look at this there are many different points of view that need to be sorted out. However, then there are people who have been making their living for over 100 years doing this. So, just driving them into bankruptcy is likely going to make them homeless and jobless. So, this whole thing is pretty tricky for anyone to deal with especially the state and Federal governments. Because before people become jobless they tend to create class action suits against the state and Federal government.
And now, people all over the world know about this too. So, we'll see what that does too.

Federal land managers confirmed they released all 400 head of cattle
rounded up on public land in southern Nevada from a rancher who has
refused to recognize their authority.
The Bureau of Land Management took the action Saturday afternoon after
hundreds of states' rights protesters, including militia members, showed
up at corrals outside Mesquite to demand the animals' return to rancher
Cliven Bundy.
The fight has widened into a debate about states' rights and federal
land-use policy. The agency revoked Cliven Bundy's grazing rights after
he stopped paying grazing fees and disregarded court orders to remove
his animals.
The bureau issued a brief statement saying the cattle were released "due
to escalating tensions."
The release also came only hours after the bureau announced an abrupt
halt to the weeklong roundup because of safety concerns for its
employees and the public.
