This is part of the unsettling changes to the world since the civil war in Syria and Yemen began. What has happened is that Saudi Arabia and Iran are having their own Cold War. They aren't directly fighting with each other like Iraq did with Iran during the 1980s. It is more of a Cold War driven by the Majority Sunnis in Saudi Arabia, Jordan, Turkey, etc. versus the Majority Shia Muslims in Iran, Iraq and the Shia government in Syria. So, it is a Cold War within a Cold War if you consider the Cold War between Russia and Nato including the U.S. that is going on also now.
This puts the U.S. and Europe in a difficult position because Al Qaeda because of Yemen and Syria is now necessary to Saudi Arabia's survival (in the short run). Because even though Al Qaeda hates Shias more than anything, in a lesser sense they also hate the Saudi Arabian Government about as much as they hate the U.S. too.
This becomes problematic for the U.S. , because we buy a lot less oil from Saudi Arabia since the Great Recession and have become an exporting nation and a competitor with them in regard to selling gasoline and diesel and other oil based products to the world as well instead of an importer of Saudi Oil as much.
Also, there is no up side to Al Qaeda's existence for the U.S. at all and we would like to eliminate all of them right now.
So, many Al Qaeda elements in Syria could be considered "Beserker" mercenary elements hired by Assad by giving them land and oil lands to run so they will kill other Syrian rebels actually fighting against Assad.
Later: As I was thinking more about this in regard to there being no up side to the existence of Al Qaeda for the U.S. I realized I needed to add to this that Al Qaeda also is against Assad.
However, this is sort of paradoxical because Assad is incredibly scared of Al Qaeda just like everyone else is because they are so crazy and suicidal in their actions. So, Assad has made side deals with Al Qaeda to fight the Rebels who fight Assad by giving Al Qaeda some lands and Oil in Syria to run. Al Qaeda is too scary even for Assad to fight so instead he makes deals with them instead. So, how should the U.S. and NATO nations think about this?
The meeting of Al Qaeda in Yemen brings all this to a head for the U.S. and Europe right now, however. So, I'm not sure how long our alliance with Saudi Arabia will last with this kind of stuff going on in Yemen. But, as we all know truth is much stranger than fiction.

So, this is how crazy all this actually is in reality. And even for me, this is getting sort of difficult to follow like the dealings of drug lords.
Which is how Al Qaeda has always been financed. They finance themselves from smuggling human cargo "slaves" and drugs around the world and always have. So, there is no difference really between powerful drug lords and Al Qaeda worldwide because they are one in the same.
However, their goals are somewhat different than drug lords in other countries outside of the Middle East.
