Okay this is 1862. When I went out on Google Maps (you can do this too from your computer. This location I believe now is where the Sacramento Holiday Inn is on 4th and K STreets, there in Sacramento. So, not in 2017 if it flooded likely you would want to be above the 2nd floor in that Holiday Inn if it flooded like it did then in 1862.
