You are diverting attention away from whatever you want it diverted from. It is a "Sleight of hand move" a magician uses to distract you from what is really happening.
It is "ALWAYS" a dishonest move by someone like Trump trying to distract people from things he doesn't want them thinking about.
It is also a part of "There is no bad publicity" which is an adage that actors often believe in because ANY attention keeps them famous whether that attention is good or bad or even neutral.
So, it is about attention and nothing else. It doesn't matter if it is good attention or bad attention at all to the one who uses this system to manipulate the public's attention.
It is also the system Putin is presently using to destroy our U.S. Democracy through Trump.
