There are public places where the homeless can be but then there are privately owned places where the homeless cannot be. So, even though the streets are public the homeless cannot go into privately owned places without permission of the owners of those privately owned places. But, it's true streets are considered owned by the public and likely the sidewalks too. So, it only becomes a problem when homeless people go in somewhere that is privately owned and then they would be trespassing. But, I worry that as publicly owned areas become less and less across the U.S. and as privately owned places become more and more this is going to be a much greater problem in the future than it is now.
Also, most cities send their homeless people on buses to San Francisco which takes care of the homeless generally better than any other city I know. Though some might think this began with the Summer of love in I believe 1967 likely it goes all the way back to the Gold Rush where people took care of each other more or they just died. So, as the homeless often freeze to death during winters elsewhere, in San Francisco it very seldom (because of the Pacific Ocean) even goes below 40 except for maybe a few days each year. So, even though it isn't Los Angeles or San Diego Temperature wise, the temperatures don't dip into freezing usually much at all but it can be very humid and 40 or 50 a lot so one has to watch out for that a lot too. However, this summer temperatures have been 50 to 55 a lot during the nights and 58 to 65 a lot during the days too. So, this summer for San Francisco is also mostly "The Summer that wasn't" also specifically because of Global warming bringing more high and low fog than anyone has ever seen before in One summer from about Santa Barbara on up the coast into Marin County and on up the coast. By the way the Fog is still here I drove about 10 to 20 miles today just to see the sun for the first time this week.
