Is that Pelosi said she isn't going to send the articles of impeachment over to the Senate or nominate House managers for the prosecution of Trump until she feels the Senate has fair rules to have the trial because she is disturbed by the president running the impeachment in the Senate basically.
So, it is sort of like right now the defendant Trump being in charge of the jury which is not fair to the American people. So, she might not send the articles of Impeachment to the Senate at all if she doesn't feel it will be a fair trial for the American people as well as Trump.
