What Barr is describing is what around 1960 was like

in black neighborhoods. Then, for example, police never would go into black neighborhoods in places like East L.A. and if they did maybe 5 to 10 police cars would go in guns blazing. This was what it was really like then when as a lone policeman you likely couldn't survive going into these neighborhoods because mostly there were no black cops then yet. So, is this where he wants us to return to where people in black neighborhoods had no protection from the law unless 5 to 10 police cars went in together?

So, you can imagine just how bad it was for women in these neighborhoods even then with only black Vigilante protection at best and no police.
