Yes. But, so are the U.S., China, Russia, Great Britain, France, Germany and maybe Japan too. And possibly even Israel because they are so very high tech.
In fact, doesn't it seem suspicious to you on any level that people were drowning in China in subways and might have drowned in New York and New Jersey too from Ida?
Great Britain was the first country to try out weather warfare by the way in the 1950s and their first weather warfare test in England killed about 300 Britains in a little fishing village by accident during the test from the created weather storm.
Of course then World War II was just over and the Korean War likely had just ended then because I it believe was around 1956 to 1959 somewhere around there.
The whole world still had serious PTSD from World War II and the Korean War still.
This kind of information regarding any country and weather warfare is of course very sensitive and treated much like all information regarding UFOs.
In other words if you know too much about any of this you just might disappear one day and never be found again no matter what country you are in.
However, I'm safe telling you about this because the Galactic Government wants you to know about this.
It's sort of like putting a DBA (doing business as) notification in the classifieds in a local newspaper to notify you are in business.
In other words it's a legal thing Galactically speaking. It's a notification of things that actually have happened here on earth since World War II.
