Medicine Lake can be reached likely the easiest off of Highway 89. There is also a place called "Glass Mountain nearby (2nd photo) where I still have a piece of obsidian that is at least a foot long and at least 10 inches thick too. In the past, before white men came to this area there were I believe 6 tribes that gathered their obsidian for making arrowheads for hunting from Glass mountain which is almost entirely made of black obsidian. However, none of this area is reachable except maybe by snowmobile or helicopter during the snow season because none of these paved roads are plowed back to this area. So, it is easier to reach here in the summer months if the snow has melted off that year. It probably didn't melt off at all in 2023 because of the amount of snow that came down. I had a friend who lived about 10 miles east of McCloud, California at about 4000 feet and he still had 10 to 12 feet of snow even this late in the year last year. However, this year being a more average snow season you likely could drive there to Medicine lake still even now. Not sure.
However, your cell phone is not going to work there likely unless they put up more towers in that area so make sure you take Forest Service maps if you go there because it's very remote and if you get lost you might never be found unless you can flag down another remote traveling motorist on the roads back there.
At some points you might be 25 to 50 miles from the nearest person and up to 75 miles from the nearest gas station or store of any kind. So, be prepared for a wilderness experience if you go there with no cell service at all. Bring water and food and warm clothes and sleeping bags in case you get stuck back there for awhile.
McCloud is is 49 miles from Medicine lake and even Bartle which is usually a gas station or two is 32 miles away from Medicine lake with no stores or gas stations in between.
I have also driven from Lava Beds National Monument all the way to Bartle and McCloud but make sure you are prepared for something like this because roads might be difficult so it's better to be driving something like a 4 wheel drive even though I gingerly made it then in a 2000 Lexus RX-300 full time 4 wheel drive. But, I would allow a full day to do this so you don't wind up halfway to mcCloud in the middle of the night somewhere (unless you are camping at Medicine lake or somewhere like this.
