This idea first sprang up in a useful way in the late 1940s and early 1950s. The point was to so deter your enemies from attacking you by nuking them out of existence even after they had nuked you. However, since then, countries without nuclear weapons have stockpiled nerve agents and chemical weapons that would kill anything or anyone (birds and animals too) if anyone attacked their countries also.
So, except for very 3rd world nations almost all countries have doomsday weapons that would be set off so no one could use their lands ever again (relatively speaking).
Though this isn't talked about much this is what happened on September 11th 2001 when all countries that had them released their doomsday weapons all at once which created the end of civilization on earth for 4000 years approximately. So, no real civilizations got going again until 6000 AD or after to speak of on the 1st timeline. However, we are on the 2nd timeline where this didn't happen but this timeline had to be specifically created by all those capable of creating a timeline where all Civilizations didn't end suddenly on September 11th 2001.
And it's important to note that the First timeline where all civilization is gone also exists here on earth in another timeline today.
