I think this is a great idea mentioned in Kissinger's new book "World Order". However, getting from point A to point B is another problem entirely.
Even if one party wants to communicate it doesn't mean other parties will be agreeable to this.
For example, the most extreme case of this is ISIL or ISIS which believes killing everyone other than their point of view as a way to die while going to heaven. So, with ISIL (ISIS) there can be no compromise at all which means diplomacy has no usefulness against this foe. So, engaging with civilizations requires both parties to want more peace than war.
This will not be possible with ISIL(ISIS) ever. Since their goal is to kill 9/10 or more of the human race rendering ISIL(ISIS) extinct is the only present answer available. Though this likely is not possible it might be possible to render ISIL(ISIS) 9/10 or more extinct within the next 10 to 25 years.
But, at present more young people are joining ISIL(ISIS) worldwide than are dying per day, week or month by those who oppose ISIL(ISIS) worldwide.
