The primary reason this is the wrong thing to do is it might influence the re-election of Netanyahu in the next couple of weeks. Also, Obama was not consulted by Congress before they invited a foreign leader which is a bad thing to do too. However, Republicans might be afraid of a non-Likud party person being elected with ISIS and Hezbollah going insane now all over Syria, Iraq and Lebanon.
However, to be fair, Hezbollah is much more civilized generally as an Iran funded Terrorist group that ISIS(ISIL) is by far. But, you might compare Al Qaeda and Hezbollah in cruelty as terrorist groups, except that Al Qaeda is Sunni and Hezbollah is Shia.
Also, the Israeli party Likud is as far to the right as you can get and one of the most militaristic parties in Israel. If Netanyahu is re-elected militarily Israel will likely be okay. However, Palestinians will be marginalized even more in regard to human rights also. So this is the trade-off.
So, I think it is Republicans trying to influence the Israeli election that are inviting Netanyahu to visit the U.S. Congress.
