One place that often stays cool during the summer is near San Francisco. In this area often you can have easy temperatures in June, July and August and September. Temperature throughout this area on the coast at least seldom climb above 80 degrees Fahrenheit. But, it's also why San Jose to San Francisco is the most expensive place in the country to buy real estate too. This is only compounded by Silicon Valley millionaires and billionaires. But, when it is over 100 degrees everywhere else in the summer likely it will be cool here still.
Why?
Because as it gets hotter inland this eventually (within 3 days time) is going to draw the fog off the ocean and cool everything down (unless you have winds blowing out to sea from the land.
For example, the average temperature on the coast where I live is 69 degrees for highs all during this week.
However, if you don't like clouds or high and low fog you might not like this either. But, no one here I know of owns air conditioners either because you mostly never need them.
