Most of my life growing up I knew that Russians and Chinese people were being trained to come kill us. (This was general knowledge) from the time I was born in 1948. However, then with Nixon and Kissinger getting trade going with China all this sort of changed (at least in regard to China). Then around 1990 the Soviet Union collapsed (because of various factors) and the earth shifted again.
All these factors changed the conditioning of people in Russia, China and the U.S. Now we have Russians and Chinese regularly working in the U.S. and we also have (especially in regard to China) Americans working there too. So, children don't grow up like I did worrying about dying in a nuclear flash or fighting a war with China and Russia like I had to.
But, in regard to UFOs we still are living out the conditioned response that was started by first Truman and then Eisenhower. The thought by both presidents (maybe rightly so at the time) was that Americans (and everyone else on earth) couldn't deal with UFOs too, especially after World WAR II and the "War of the Worlds Deaths" caused by Orson Wells reading it in 1938 even before World War II came to the U.S. Their thought was there had already been so much PTSD (or Battle Fatigue) that it would just cost many more lives.
So, the decision was first made by Truman to keep Americans (and the world) ignorant of UFO contacts with the U.S and the world.
So, in a sense (at least in regard to UFOs) we are still living in a Conditioned Response world where we are not allowed to believe in UFOs.
However, mostly we aren't killed for these beliefs like we were during the 1940s through about 1990.
(For the most part at least unless people had some physical evidence of UFO contacts.)
