From a Galactic Point of View:

If a government does not control the past, present and future it is not considered to be a government by the Galaxy.

So, from this perspective there is but ONE government in the Galaxy which runs the Millions of time lines in this galaxy.

Other governments may have a different point of view.

But, in some ways it is sort of like how Christians view Buddhists as a philosophy rather than as a religion.

In other words depending upon your definition of reality different things mean different things.

And from most peoples on earth who believe there is ONLY here and now, such a belief in reality from a Galactic point of view would be very difficult to swallow indeed.

But from a Galactic point of view war never will be waged by the Galaxy on Earth because all they have to do is to change earth's timelines. Wars are never necessary from a Galactic perspective because timelines can begin and timelines can end suddenly. So, wars aren't necessary from this perspective ever.

After all, it is quite easy from a Galactic perspective for a timeline to become  a time shard that suddenly ends one day.

So, if a planet does not control it's own timeline (it's governments) then those governments are not considered to be governments much like Christians see Buddhism as a philosophy rather than as a religion.

But, if Buddhists see their religion as a religion rather than just a philosophy, that's real too (at least from their perspective).

So, what's real depends entirely on your perspective.

Note: From my point of view I see that governments on earth are real and the Galactic Government is real.

But that doesn't mean that I don't also realize that the past, present and future is changing all the time too.

It's important to see that all we have is our memories and the present moment because the past, present and future are always changing. Not to realize this is to truly be archaic and irrelevant in one's own life.

In the future this perspective will keep people alive even more than it does now.
