Recently I wrote that it didn't make sense to shut down whole states. But, if those hot spots are not eventually addressed in some meaningful way there maybe no other alternative eventually to shutting down whole states.
If individual areas are not responsible the way they do things then the end result is liable to be whole states shutting down that didn't address these problems as they arose in the first place.
