I have been watching people ride a single wheeled skateboard that is electrically powered a lot around where I live. I have also seen a device that is just a wheel and two foot pads that some people are crazy enough to ride these electrically powered things 30 mph on (I wouldn't) because I'm 74. But, I do remember hang gliding in the air and flying gliders that were towed behind other planes as well as piloting Cessna 152's by myself too in the air.
So, when I imagine a solar powered single seater helicopter, first of all most of the time you wouldn't need even a canopy unless you were flying it in the rain. What you would need is a bicycle seat to sit on, maybe a seat belt and somewhere to rest your feet, an electric motor to turn your rotor and some way to keep your rotor from spinning you the rider or pilot around the other direction like a fan of some sort out behind you. If you were being fancy you could have this device fly itself (which also could be done just like drones of any size) also fly themselves now too. The point is that it's your risk to take just like when you get into a car and drive it anywhere. Whether you fly or whether you drive or ride an electric skateboard or electric bike of some sort there is always risk. Managing that risk for you individually is the most important thing here really. The technology is completely possible. It's all a matter of what people actually choose to do.
