Even though this statement could be seen as pretty ambiguous, still I see it for example, in relation to "UFOS" but also many other things in which this is true. Things which can be known" simply means that the U.S. and Russia are the same on one level. It just means the things you cannot know about and still stay alive or out of jail are different here than in other countries like Russia for example.
For example, Time Travel if you have seen "The Philadelphia Experiment(1984) is a true story slightly fictionalized from when the U.S. began to discover how time travel worked when I believe Einstein and Tesla tried to make U.S. ships invisible. The result was such a dimensional shift that U.S. Navy Crew members on the U.S.S. Eldridge fused with the decks and walls of the ship and mostly died from this. 1 or 2 crew members flew forward in time approximately I believe 40 years along with the ship as well into a different time period (70s or 80s?). But, if you actually knew about these events first hand you might either be killed, drugged, or made to shut up by any means whatsoever the government wished. Why?
Because time travel cannot be known about EVER by the general public without extreme consequences to everyone. However, understanding this it can protect your lives when you realize the ONLY thing that might stay the same are your memories. Everything else to do with time likely can or will change past, present and future literally thousands of times or more over time.
