So, since this is one of the rainiest places on earth it is almost always in clouds fog, drizzle or rain year around (which is what made the Waimea Canyon in the first place) and likely the Napali Coastline famous in movies like "Waterworld" and "Jurassic Park" movies and others because it is so lush and green in this area of Kauai. At several points the view opened up even while driving through rain clouds which look like drizzling fog a lot during our drive. We even saw the Napali Coast and 3 waterfalls at a distance at one of the lookouts which was very impressive and got a lot of photos.
It's a good idea to take a rain slicker or outer garments on this drive in case you hit 60 degree temperatures or lower with rain and wind as at some locations it can also be windy. For younger heartier people shorts and a T-Shirt and thongs or other sandals might be enough if you like getting wet being out in the rain and drizzle while searching through the clouds for amazing views. I have also been here in 2000 when it was so hot I couldn't see straight because of the humidity and heat. But, when we went this time it was cool and nice and we still got amazing views at least 1/2 of the time through the fog, drizzle and clouds including pictures of Waimea Canyon and pictures of the Napali Coastline and falls.
Here are some google images of the Napali Coast:
