The problem with this is obvious. For example, with certain information a Chinese government agent could pretend to be ANYONE in the U.S. government through Emails causing all sorts of various kinds of havoc and expense. By the time people found out what had happened it might be too late to repair the damage (of whatever kind it was) to the government.
In the first place governments are always cumbersome but if attacked in this way governments could become so dysfunctional as to not be able to function at all.
(Sort of like the Do Nothing Congress of the past 8 or more years).
Maybe this sort of "Impersonating governmental officials" by foreign nationals has been going on for some time already?"
